The draft central and local budgets for 2022 were issued, 53.7 billion yuan was invested in the prevention and control of air and water pollution
On March 14, the report on the implementation of the central and local budgets in 2021 and the draft central and local budgets in 2022 made by the Ministry of finance at the fifth session of the 13th National People’s Congress was officially released. In 2022, the central government will increase 4.5 billion yuan for the prevention and control of air and water pollution. Special funds for key ecological protection, restoration and treatment were allocated 17 billion yuan, an increase of 42.9%.
According to the draft central and local budgets for 2022, we will continue to improve the ecological environment and promote green and low-carbon development in 2022. Strengthen pollution control. Pay close attention to key areas and key links, and support the in-depth fight against pollution. The central government allocated 30 billion yuan for air pollution prevention and control, an increase of 2.5 billion yuan, and further increased subsidies for clean heating in winter in northern China to support cities. A total of 23.7 billion yuan will be allocated for water pollution prevention and control, with an increase of 2 billion yuan, focusing on the Yangtze River, the Yellow River and other basins. We will continue to support the comprehensive treatment of groundwater overexploitation. Maintain the investment of special funds for soil pollution prevention and control, and strengthen source prevention and control, risk control and remediation. Support the comprehensive utilization of straw and the scientific use and recycling of plastic film. The income tax of third-party enterprises engaged in pollution prevention and control will be levied at a reduced tax rate of 15% in stages, and market entities will be encouraged to participate in pollution prevention and control.
Financial support for ecosystem protection and restoration was further strengthened. In 2022, accelerate the establishment of an ecological protection compensation system with coordinated promotion of classified compensation and comprehensive compensation, vertical compensation and horizontal compensation. Transfer payments for key ecological functional areas were 99.204 billion yuan, an increase of 12%, guiding local governments to strengthen ecological protection. Special funds for key ecological protection, restoration and treatment were allocated 17 billion yuan, an increase of 42.9%, vigorously promote the integrated protection and systematic treatment of mountains, rivers, forests, fields, lakes, grass and sand, and implement the ecological restoration demonstration project of abandoned mines left over from history. We will support land greening and the protection and restoration of forests, grasslands, wetlands and marine ecosystems, and build a nature reserve system with national parks as the main body.
