Special plan for energy development in the 14th five year plan of Fujian Province
The “14th five-year plan” period is the first five years after China has built a well-off society in an all-round way and achieved the first Centennial goal. It is also a key period to accelerate the construction of new Fujian in the new development stage. The preparation and implementation of the plan, meeting the needs of the province, and building a clean, low-carbon, safe and efficient energy security system are of great significance for Fujian Province to promote high-quality development in an all-round way.
Adhering to the principle of “diversified development, saving first, clean and low-carbon, people-oriented, reform and innovation”, focusing on Supporting Fujian Province to promote high-quality development in an all-round way, exceeding the requirements, taking into account Fujian’s energy resource endowment and development potential as a whole, this paper puts forward the objectives of our Province’s energy development plan during the “fourteenth five year plan”: first, further optimize the energy structure. By 2025, the comprehensive energy production capacity of Fujian Province will reach 54million tons of standard coal. The proportion of clean energy increased from 28.1% to 33.6%. In 2025, the energy consumption structure of Fujian Province will be coal 48.2%, oil 18.2%, natural gas 6.2% and non fossil 27.4% (including nuclear, water, wind, light and biomass). Second, the power supply structure is further reasonable. It is estimated that the province’s electricity consumption will be 330 ~ 343.6 billion kwh in 2025, with an average annual growth of 5.9 ~ 6.7%; The maximum power load is 56 ~ 58.15 million KW, with an average annual growth of 5.8 ~ 6.6%, and the demand side response range reaches 5% of the maximum load.
The per capita comprehensive power consumption is 7667 kwh, of which the per capita domestic power consumption is 1650 kwh. In 2025, the planned installed capacity of electric power in the province will reach 85million kW, and the proportion of clean energy installed capacity will increase from 55.8% in 2020 to 58.5%. Third, the power grid support capacity was further strengthened. Accelerate the construction of a new power system with new energy as the main body. By 2025, Fuzhou and Xiamen will initially build a world-class urban distribution network, and other cities will initially build a modern distribution network with “reasonable structure, safety and reliability”, and all villages and towns will realize full coverage of substation distribution. Fourth, carbon emission reduction and demand side management were further strengthened.
By 2025, the decline in energy consumption per unit of GDP and carbon emissions will be controlled within the national targets. The average coal consumption of coal power supply is less than 305g / kWh, and the comprehensive auxiliary power consumption rate is less than 5%. Establish a market mechanism of benign interaction between source network load and storage, tap the potential of adjustable load resources to participate in power demand response, and strive to build an interruptible and adjustable multi load resource pool accounting for 5% of the annual maximum load.
