Notice on the implementation plan of deepening the battle for the treatment of urban black and smelly water bodies
Recently, in order to implement the decision-making and deployment of the CPC Central Committee and the State Council, the Ministry of housing and urban rural development, the Ministry of ecological environment, the national development and Reform Commission and the Ministry of water resources issued the implementation plan for deepening the battle of urban black and smelly water treatment (hereinafter referred to as the implementation plan), which made it clear that during the 14th Five Year Plan period, the Ministry of housing and urban rural development and the Ministry of ecological environment will continue to take the lead in deepening the battle of urban black and smelly water treatment. At the same time, the implementation plan defines the key tasks and measures of urban black and smelly water treatment during the 14th Five Year Plan period, and puts forward eight contents: the overall requirements for further promoting the battle of urban black and smelly water treatment, accelerating the investigation and scheme formulation of urban black and smelly water, strengthening the overall management of river basins, continuously promoting the treatment of pollution sources, systematically carrying out water system treatment, establishing a long-term mechanism, strengthening supervision and inspection, and safeguard measures. The implementation plan continues the effective measures for the treatment of black and odorous water bodies in prefecture level and above cities during the 13th Five Year Plan period. At the same time, it further highlights the key points and makes accurate efforts according to the problems found in practice and the characteristics of black and odorous water bodies in county-level cities.
(1) Comprehensively carry out the investigation of black and smelly water bodies. City governments at and above the prefecture level shall check the new black and odorous water bodies and return black and odorous water bodies, timely include them in the list of black and odorous water bodies and publicize them, and treat them within a time limit. The county-level city government shall comprehensively carry out the investigation of black and smelly water bodies in the built-up areas, clarify the causes and main pollution sources of black and smelly water bodies, and determine the main responsible department. Before the end of June 2022, the list of black and smelly water bodies, the location map of black and smelly water bodies (attached with the map of the scope of urban built-up areas), the heads of rivers and lakes, the main responsible department and the planned compliance period of each city shall be uniformly published. By 2022, 2023 and 2024, the elimination proportion of black and odorous water bodies in county-level cities will reach 40%, 60% and 80% respectively. (2) Scientifically formulate the remediation plan for black and smelly water bodies. The municipal government shall scientifically formulate a systematic treatment plan for the black and smelly water bodies one by one, and report to the provincial housing and urban rural construction, ecological environment department and the provincial department in charge of the main department before the end of September 2022. Relevant provincial departments should strengthen guidance on the systematic remediation scheme of black and odorous water bodies with wide impact and difficult governance.
