The General Office of the People’s Government of Shanxi Province issued the Three-year Action Plan for Promoting the Development of Distributed Renewable Energy in Shanxi Province (2023-2025). The implementation of the main content includes three links, four actions and ten plans.

The ten plans mainly focus on rural revitalization, transportation corridors, building projects, county pilot projects, wind power into the countryside, wind power technical transformation and expansion, rural power grid consolidation and upgrading, township energy services, multiple direct utilization, and green and low-carbon demonstration.

The action plan proposes to promote the nearby development of decentralized wind power and implement the “wind control action in thousands of villages and villages”. include:

Wind power into the countryside into the landscape plan. Starting from 2023, about 2-3 towns and townships will be selected each year to develop and build decentralized wind power support towns using various types of rural idle collective land, with an additional installed capacity of about 1 million kilowatts. Innovate the wind power investment and construction mode and land use mechanism, and vigorously promote the development and construction of rural wind power with the county as the unit. We will actively promote the decentralized development of wind power, focus on the promotion and application of low-wind speed wind power technology, make rational use of land resources such as village collective idle land, barren hills, coal mining subsidence areas and surrounding areas, and promote the local development and consumption of wind power according to local conditions. Expand wind power application scenarios and promote the combination of wind power with ecological protection and cultural tourism.

Technical transformation and expansion plan of wind power. By 2025, we will continue to promote the decommissioning and transformation of wind power generation equipment that has reached or is nearing its service life, and increase the installed capacity of power generation by about 1 million kilowatts. Actively promote the technical transformation and expansion of existing wind power projects, carry out the upgrading of old wind farms in a scientific, reasonable and orderly manner, fully tap the potential of land and wind energy resources of old wind farms and fully release the potential of existing project resources in accordance with the relevant control requirements of land space planning. Encourage development enterprises, equipment manufacturers, etc. to carry out research on the recycling of waste materials, form a market development model and financial innovation mechanism conducive to the large-scale implementation of the renewal of old wind farms, and promote the high-quality development of the wind power industry.
