Dong Wancheng pointed out that the energy industry has thoroughly implemented the decisions and arrangements of the CPC Central Committee and the State Council, put energy security and supply in the first place, properly respond to the impact of the epidemic and changes in the international energy market, continue to strengthen the construction of energy production, supply, storage and marketing system, take multiple measures to increase supply capacity, and effectively support economic and social development. According to the monitoring, the energy operation in the first half of the year showed the following characteristics:

1、 Energy consumption rebounded significantly after a short-term decline

In the first half of the year, there were short-term fluctuations in energy consumption. In the first quarter, energy consumption continued the growth trend of last year, but after late March, energy consumption began to decline. 4. In May, the electricity consumption, coal and natural gas consumption of the whole society decreased year-on-year for two consecutive months. In June, the year-on-year growth rate of electricity consumption of the whole society turned positive to 4.7%, and the decline of coal and natural gas consumption narrowed. From the perspective of areas greatly affected by the epidemic, the rebound momentum of energy consumption is obvious, and the year-on-year growth rate of power consumption in Beijing Tianjin Hebei and Yangtze River Delta turned from negative to positive in May and June respectively. In June, the year-on-year growth rate of power consumption in the Yangtze River Delta and Beijing Tianjin Hebei region increased by 11.4 and 11.1 percentage points respectively compared with April, and the year-on-year decline of power consumption in Northeast China narrowed by 5.8 percentage points compared with April.

2、 Energy supply capacity and quality continue to improve

The energy industry goes all out to increase energy production and supply, and organizes energy imports. Vigorously improve oil and gas exploration and development. From January to June, crude oil and natural gas production increased by 4.0% and 4.9% year-on-year respectively. We will continue to promote the construction and release of advanced coal production capacity. Since this year, the coal production capacity has increased by 78.9 million tons, and the raw coal output has increased by 11.0% year-on-year. Coal power enterprises overcame difficulties and spared no efforts to ensure power supply. There has been no power cut-off since this year. By the end of June, the inventory of electric coal in the national unified dispatching power plant was 170 million tons, with a year-on-year increase of 51.7%, and the number of available days reached 29, maintaining a high level. The import of crude oil and natural gas reached 250 million tons and 74.4 billion cubic meters respectively. The import scale remained stable on the whole, and the import of coal was 115 million tons. While enhancing the guarantee capacity of fossil energy, we should vigorously develop renewable energy. Among the new power generation installed capacity, the installed capacity of non fossil energy power generation accounted for 83%, and the installed capacity of renewable energy power generation exceeded 1.1 billion kw. Hydropower, wind power and solar power generation increased rapidly, with year-on-year growth of 20.3%, 7.8% and 13.5% respectively.

3、 Effective investment in the energy sector continues to increase

Accelerate the implementation of a number of energy projects, and approve six nuclear power units for three projects, including Zhejiang Sanmen, Shandong Haiyang and Guangdong Lufeng; Put into operation 10 hydropower and pumped storage units; The first batch of large-scale wind power photovoltaic base projects focusing on deserts, Gobi and desert areas have been fully started, and the list of the second batch of base projects has also been issued; Strengthen coordination and promote the preliminary work of the “three communications and nine direct” UHV project, the Baihetan Jiangsu UHV DC project has been completed and put into operation, and the Zhangbei Shengli UHV AC project has met the approval conditions; The Anping Tai’an section of the south section of the China Russia east line was opened in advance. Accelerating the construction of charging infrastructure, 1.3 million charging piles were added nationwide from January to June, 3.8 times that of the same period last year. We will comprehensively promote the construction of hydrogenation network. By the end of June, more than 270 hydrogenation stations have been built in China. In the first half of this year, the completed investment increased by 15.9% year-on-year.
