According to the Department of industry and information technology of Hainan Province, the development plan of wind power equipment industry in Hainan Province (2022-2025) has been issued. Hainan will strive to basically form a wind power equipment industry cluster by 2025, realize the output value of the whole industry chain of 55 billion yuan, and strive to form a 100 billion level industrial cluster in the tenth five year plan. According to the development plan of Hainan clean energy island, during the 14th Five Year Plan period, Hainan Province will plan to build a number of offshore wind power projects. By 2025, a clean, low-carbon, safe and efficient energy system will be preliminarily built, and the clean energy island will begin to take shape; In the context of the “double carbon” goal, offshore wind power, as the main energy of the new power system, is the main force to support the power system to take the lead in decarbonization and promote the carbon neutralization of the energy system, which brings significant development opportunities for the development of wind power equipment industry in Hainan Province.

The provincial Party committee and the provincial government attach great importance to the development of wind power industry in Hainan. At the end of 2021, the Hainan Provincial Department of industry and information technology organized and prepared the plan according to the deployment of the provincial Party committee and the provincial government, which was issued recently. According to the idea of “concentrating on the spatial layout as much as possible and building a wind power industrial park”, combined with the planning of offshore wind farm in Hainan Province, and fully considering the industrial foundation, park positioning, port transportation and other factors of the whole province, the plan puts forward that the overall spatial layout of the development of wind power equipment manufacturing industry in Hainan Province is “one park and two bases”, namely “Western Offshore Wind Power Industrial Park, Danzhou Yangpu and Oriental offshore wind power equipment manufacturing base”.

The person in charge said that the offshore wind power equipment industry has the characteristics of low energy consumption, low emission, high technology content and high added value, which is conducive to optimizing the industrial structure dominated by oil and gas chemical industry in Danzhou Yangpu and Dongfang, improving the consumption proportion of clean energy in the two regions and freeing up ecological space for high-quality development.

At the same time, the wind power equipment industry chain is relatively long, the weight and volume of parts are large, and the transportation requirements are high. From the perspective of industrial coordinated development, the plan focuses on the development of equipment manufacturing industry around wind farms, which can realize convenient transportation and reduce costs, and is conducive to the agglomeration of upstream and downstream industrial chains such as professional services, supporting equipment, construction, operation and maintenance, and related industries.

Hainan is a zero foundation start. After repeated research and demonstration, the plan puts forward that the development of wind power equipment industry in Hainan will be led by the integrated manufacturing of complete machines, and focus on the manufacturing of blades, electric control systems, gearboxes, generators, bearings and other main parts. Actively make good use of the foundation of Hainan petrochemical industry, lengthen the industrial chain of new materials such as carbon fiber and high-performance synthetic resin, and realize localized manufacturing of blades. Support and promote the cooperation between existing transformer, wire and cable manufacturers and machine manufacturers in the province to form supporting facilities.
