NEA: Action Plan for Improving Energy Carbon Peak Carbon Neutralization Standardization
The National Energy Administration has just released the Action Plan for Improving Energy Carbon Neutralization Standardization. The document points out that: establish and improve the renewable energy standard system focusing on photovoltaic and wind power, study and establish the standard system to support the construction of new power systems, accelerate the improvement of the new energy storage standard system, and strongly support the development and construction, grid connected operation, consumption and utilization of large wind photovoltaic bases, distributed energy, etc. Accelerate the improvement of renewable energy standards such as wind power and photovoltaic.
We will work hard to improve the relevant technical standards for the construction of large-scale wind power and photovoltaic bases in the desert, Gobi and desert regions, accelerate the development of technical standards for offshore wind power development and comprehensive utilization of multiple energy sources, promote the formulation and revision of relevant standards for the development and utilization of decentralized wind power, distributed photovoltaic, household photovoltaic, and establish and improve the standard system for photovoltaic power generation and solar thermal power generation. Formulate relevant standards for retirement, recovery and reuse of wind turbine units and photovoltaic modules.
Working Point
By 2025, a relatively complete energy standard system that can effectively support and lead the green and low-carbon transformation of energy will be initially established. The energy standard will be transformed from quantitative and scale oriented to quality and efficiency oriented. The standard organization system will be further improved. The energy standard will interact well with technological innovation and industrial development, effectively promoting the green and low-carbon transformation of energy, energy conservation and carbon reduction, technological innovation, and carbon reduction in the industrial chain.
——Establish and improve the renewable energy standard system focusing on photovoltaic and wind power, study and establish the standard system to support the construction of new power systems, accelerate the improvement of the new energy storage standard system, and strongly support the development and construction, grid connected operation, consumption and utilization of large-scale wind photovoltaic bases, distributed energy, etc.
——We will develop a number of emerging technologies and technical standards related to carbon emission reduction in the industrial chain, improve the organizational system of relevant standards, and achieve full coverage of standards related to the energy sector’s carbon peak industrial chain.
——Revise a number of energy efficiency related standards for production, transformation, transmission and utilization of conventional energy, improve standard requirements and levels, and promote and standardize the comprehensive utilization of resources and energy efficiency improvement.
By 2030, an advanced and reasonable energy standard system with optimized structure will be established. Energy standards will develop in close coordination with technological innovation and industrial transformation. Energy standardization will strongly support and ensure that carbon in the energy sector reaches its peak and is carbon neutral.
