NDRC, NEA launched the Renewable energy development plan during the 14th Five Year Plan Period
Faced with the new situation and new requirements, renewable energy during the “14th five year plan” period should further achieve “high-quality leaping development” on the basis of the leapfrog development during the “13th five year plan”, which is reflected in two aspects. On the one hand, China’s carbon dioxide emissions should not only reach the peak before 2030, but also achieve carbon neutralization in much less time than that of developed countries after the carbon peak. We must consolidate the foundation of energy transformation in less than 10 years. China’s renewable energy development is bound to “take the establishment as the first”, further shift gears and speed up, become the main body of energy consumption increment, and accelerate into a new stage of leaping development. On the other hand, during the “fourteenth five year plan” period, China’s renewable energy should not only achieve continuous technological progress, continuous cost decline, continuous efficiency improvement, continuous competitiveness enhancement, and fully realize the market-oriented development without subsidies, parity or even low prices, but also accelerate the resolution of key issues such as high proportion of consumption, key technological innovation, industrial chain supply chain security, stability and reliability, further improve quality and efficiency, and accelerate the entry into a new stage of high-quality development.
The plan has anchored the goals of carbon peaking and carbon neutralization, and set four main goals closely around the requirement that the proportion of non fossil energy consumption will reach about 20% by 2025: the first is the total target. By 2025, the total renewable energy consumption will reach about 1billion tons of standard coal. During the “14th five year plan” period, the increment of renewable energy consumption will account for more than 50% of the increment of primary energy consumption. The second is the power generation target. In 2025, the annual power generation of renewable energy will reach about 3.3 trillion kwh. During the “fourteenth five year plan” period, the incremental power generation will account for more than 50% of the incremental power consumption of the whole society, and the wind and solar power generation will double. The third is the consumption target. By 2025, the total renewable energy power and non hydropower consumption responsibility weights will reach about 33% and 18% respectively, and the utilization rate will remain at a reasonable level. Fourth, the goal of non electricity utilization: by 2025, the scale of non electricity utilization such as solar thermal utilization, geothermal energy heating, biomass heating and biomass fuel will reach more than 60million tons of standard coal. These targets are determined by comprehensively considering various factors such as the resource potential of various non fossil energy sources, the progress of preliminary work of major projects, and the economy of development and utilization, and can lay a solid foundation for achieving the targets of about 20% of non fossil energy consumption in 2025 and about 25% in 2030.
Attach great importance to the development of renewable energy, plan, deploy and promote the construction of large-scale wind power photovoltaic bases in deserts, Gobi and desert areas. At present, nearly 90% of the first batch of 100million kW large-scale wind power photovoltaic base projects have been started. The planning and layout plan for large-scale wind power photovoltaic bases focusing on deserts, Gobi and desert areas is being accelerated, showing the world China’s confidence, ambition and determination to unswervingly promote the green and low-carbon transformation of energy and achieve carbon peak and carbon neutrality.
