On March 13, Xinhua news agency was authorized to publish in full the report on the implementation of the national economic and social development plan in 2021 and the draft national economic and social development plan in 2022 issued by the national development and Reform Commission at the fifth session of the 13th National People’s Congress on March 5, 2022. The report lists the key work of actively and steadily promoting carbon peak and carbon neutralization and improving the security and guarantee capacity of energy and resources in 2022, which is forwarded for reference.

Further promote the construction of ecological civilization and solidly promote green and low-carbon development. Establish and improve a green and low-carbon circular development economic system, promote the synergy of pollution and carbon reduction, and promote the continuous improvement of the ecological environment and the continuous improvement of resource utilization efficiency.

1. Accelerate the green transformation of the economy

    

   Improve the green technology innovation system and build a national green technology trading center. Build green industry demonstration bases, revise the guidance catalogue of green industries, and vigorously develop energy conservation and environmental protection industries. Implement the cleaner production implementation plan of the 14th five year plan and carry out cleaner production transformation in key industries. Improve the green finance standard system and evaluation mechanism, give play to the role of the national industrial and financial cooperation platform, and guide the convergence of financial resources to the green and low-carbon field of industry.
