The national development and Reform Commission recently issued the “fourteenth five year plan” for the development of bioeconomy, which puts forward the objectives for the development stage of bioeconomy: by 2025, bioeconomy will become a strong driving force to promote high-quality development, the total scale will reach a new level, the comprehensive scientific and technological strength will be improved, the industrial integration development will achieve a new leap, the biosafety guarantee capacity will reach a new level, and the policy environment will open up a new situation. By 2035, in accordance with the requirements of basically realizing socialist modernization, the comprehensive strength of China’s bioeconomy will remain at the forefront of the world, and a new development situation with leading technology, strong industrial strength, wide integration and application, strong resource guarantee, controllable security risks and complete system will basically be formed.

At the same time, the plan puts forward seven major projects, namely, the improvement of innovation ability, the benefit of biomedical technology to the people, the improvement of modern seed industry, the demonstration of bioenergy and environmental protection industry, the integrated application of biotechnology and information technology, the preservation and development of biological resources, and the construction of bio economic pilot zone.

“Accelerate bio manufacturing technology to empower bio energy and bio environmental protection industries. Carry out research, development and cultivation of new biomass energy technologies, and promote the transformation of fossil energy into green, low-carbon and renewable energy.” Wang Xiang, deputy director of the high technology department of the national development and Reform Commission, said that the plan clearly speeds up the extensive empowerment of biotechnology in health, agriculture, energy, environmental protection and other industries, promotes the deep integration of biotechnology and information technology, and comprehensively improves the diversification level of the biological industry.

According to the plan, China will actively develop bioenergy during the 14th Five Year Plan period. Orderly develop biomass power generation and promote the transformation and upgrading to cogeneration. Carry out research, development and cultivation of new biomass energy technologies, promote the integrated development of biofuels and biochemical industry, and establish standards for biomass combustion and blending. Select and improve medium and high temperature anaerobic fermentation bacteria, improve the development level of biomass anaerobic treatment process and complete anaerobic fermentation equipment, and speed up the R & D and equipment manufacturing of key technologies such as biological natural gas, cellulosic ethanol and algae biofuel. We will actively promote the substitution, promotion and application of advanced biofuels in key areas such as municipal administration and transportation, and promote the transformation of fossil energy to green, low-carbon and renewable energy.

As for the demonstration project of bioenergy and environmental protection industry, the plan specifies that new varieties of oil plants and energy forests with high yield, high resistance and fast growth should be selected, promoted and applied, bioenergy base construction should be carried out according to local conditions, thermochemical technology innovation should be strengthened, and efficient and low-cost bioenergy applications should be promoted. Carry out industrial demonstration of cellulosic ethanol, biodiesel and bio natural gas in urban and rural areas with concentrated organic wastes, open up important links such as biomass raw material collection and organic fertilizer production and use, and improve the production scale of biofuels. Build an industrial park with biomass cogeneration, biomass briquette and other renewable energy as the main energy. We will support counties where conditions permit to carry out clean heating with biomass energy instead of coal, steadily develop cogeneration of heat and power from municipal solid waste incineration, and promote clean heating with biogas, biomass briquette and other biomass energy. Carry out pilot projects to promote biodiesel in areas where conditions permit, and promote the demonstration application of biofuels for aviation.
