National Energy Administration: strengthen the security co-governance of “source, network, load and storage”, and organize and carry out the research on network-related security of new grid-connected entities such as virtual power plants and distributed photovoltaic
On January 30, the National Energy Administration issued a notice to print and distribute the Key Tasks of Electric Power Safety Supervision in 2023 (hereinafter referred to as the “Tasks”).
The Task proposes to strengthen the safety supervision of new energy power generation. Strengthen the publicity and implementation of industrial standards for safety evaluation of wind power, photovoltaic and small hydropower grid connection. Study and develop new energy network-related safety supervision and management measures and procedures. Carry out the special action of safety troubleshooting for small scattered power generation enterprises “looking back”.
Strengthen power grid security risk management and control. We will improve the power grid operation mode analysis system and form a power grid operation mode analysis mechanism that covers the whole year with clear levels and prominent priorities. Organize and carry out research on the safety of new grid-connected entities such as electrochemical energy storage, virtual power plants, distributed photovoltaic, and strengthen the joint governance of “source network load storage”. Promote the implementation of key tasks of safety risk management and control of unconventional power systems.
Strengthen construction safety supervision and project quality supervision. Carry out special supervision and inspection on construction safety and quality of key projects under construction in the country (hydropower, large thermal power, pumped storage, ultra-high voltage projects, large wind power photovoltaic projects). We will do a good job in piloting a new credit-based electricity safety supervision mechanism.
Carry out special supervision on offshore wind power construction safety. Prepare the list of safety inspection (supervision) items for offshore wind power construction, and refine the safety supervision requirements. Strengthen coordination and communication with local emergency, maritime, transportation and other departments, and further form a joint force of supervision. Do a good job in offshore wind power quality supervision. The Special Supervision Report on Safety and Quality Supervision of Offshore Wind Power Construction was issued.
