Implementation plan for the development of new energy storage in the 14th five year plan
New energy storage is an important equipment foundation and key supporting technology for building a new power system and promoting the green and low-carbon transformation of energy. It is an important support for achieving the goals of carbon peak and carbon neutralization. In order to promote the high-quality and large-scale development of new energy storage in the 14th five year plan, the national development and Reform Commission and the National Energy Administration recently jointly issued the implementation plan for the development of new energy storage in the 14th five year plan (hereinafter referred to as the implementation plan).
1、 Background of the implementation plan
(1) Since the 13th five year plan, China’s new energy storage has realized the transition from R & D demonstration to the initial stage of commercialization, and achieved substantial progress. Technological innovations such as electrochemical energy storage and compressed air energy storage have made great progress. By the end of 2021, the cumulative installed capacity of new energy storage exceeded 4 million KW, “new energy + energy storage”, conventional thermal power configuration and energy storage, smart microgrid and other application scenarios have emerged, the business model has been gradually expanded, the policy mechanism at the national and local levels has been continuously improved, and the supporting role for energy transformation has initially appeared.
(2) The “14th five year plan” period is not only a critical period and window period for China to achieve the goal of carbon peak, but also an important strategic opportunity period for the development of new energy storage. With the increasing demand of power system for regulation capacity and the increasing scale of new energy development and consumption, especially under the background of the centralized construction of large-scale wind power photovoltaic base projects in Gobi desert, the construction cycle of new energy storage is short, the site selection is simple and flexible, the regulation capacity is strong, the matching with new energy development and consumption is better, and the advantages are gradually highlighted. It is imperative to accelerate the large-scale application of advanced energy storage technology. China has reached the world leading level in lithium-ion battery, compressed air energy storage and other technologies. Facing the world energy technology competition, it is urgent to support green and low-carbon scientific and technological innovation and speed up the construction of new energy storage technology innovation system. New energy storage is one of the breakthroughs in expediting new business forms of energy industry and building a new engine of economy. Under the background of building a new development pattern of mutual promotion of domestic and international double cycles, accelerating the layout of new energy storage industry faces major opportunities.
(3) The implementation plan is the overall plan to promote the large-scale, industrialized and market-oriented development of new energy storage in the 14th five year plan. In 2021, the national development and Reform Commission and the National Energy Administration jointly issued the guiding opinions on accelerating the development of new energy storage (hereinafter referred to as the Guiding Opinions), which pointed out the development direction of new energy storage, required to strengthen the leading role of planning, accelerate the improvement of policy system, accelerate technological innovation and promote the high-quality development of new energy storage. Based on the guiding opinions, the implementation plan further defines the development objectives and key tasks, and improves the operability of the implementation of the plan. It aims to grasp the strategic window period of the development of new energy storage in the 14th five year plan, accelerate the large-scale, industrialized and market-oriented development of new energy storage, and ensure the smooth start of carbon peak and carbon neutralization.
