Implementation Plan for Consolidating and Improving the Carbon Sink Capacity of the Ecosystem
Consolidating and improving the carbon sink capacity of the ecosystem is an important action to implement the new development concept, achieve carbon peak carbon neutrality, and an important measure to promote the construction of ecological civilization, mitigate and adapt to climate change. Recently, the Ministry of Natural Resources, the National Development and Reform Commission, the Ministry of Finance, and the National Forestry and Grassland Administration jointly issued the “Implementation Plan for Consolidating and Improving the Carbon Sink Capacity of the Ecological System” (hereinafter referred to as the “Plan”).
The Plan clearly states that during the “14th Five Year Plan” period, the background of China’s ecosystem carbon storage and the potential for increasing carbon sinks will be basically understood, an ecosystem carbon sink measurement system that is in line with international standards will be initially established, and the construction of a land space development and protection pattern conducive to carbon peaking and carbon neutrality will be accelerated to promote ecological protection and restoration to achieve significant results.
The carbon sink capacity of the ecosystem has increased steadily, laying a solid ecological foundation for achieving the goal of carbon peak carbon neutrality. During the “Tenth Five Year Plan” period, the ecosystem carbon sink survey, monitoring, evaluation and measurement accounting system has been continuously improved, and the land space development and protection pattern and use control system supporting carbon peak carbon neutrality have been fully established and strictly implemented.
Great progress has been made in the integrated protection and restoration of mountains, rivers, forests, fields, lakes, grass and sand. The diversity, stability and sustainability of ecosystems in areas with important ecological functions have been significantly improved, and ecosystem carbon sink technologies, standards The market and policy system are gradually improving, and the international influence continues to increase. The carbon sink capacity of the ecosystem has been continuously consolidated and improved, making contributions to mitigating and adapting to climate change and achieving the goal of carbon peak carbon neutrality.
