Hainan Provincial Department of natural resources and planning held a sea use promotion meeting for offshore wind power projects
In order to accelerate the development and construction of offshore wind power projects in Hainan Province and help the construction of Hainan free trade port and clean energy island. On July 29, jiangguodong, member of the Party group and deputy director of the Department of natural resources and planning of Hainan Province, presided over a sea use promotion meeting for offshore wind power projects to study issues such as approval of sea area use and approval of submarine cable routes. Leaders of Danzhou, Wanning, Dongfang and other cities and counties, business heads of provincial departments such as the military civilian integration office of the provincial Party committee, the provincial development and Reform Commission, and the Provincial Department of ecological environment, and heads of relevant enterprises such as CNOOC Hainan new energy Co., Ltd., Datang Group Hainan new energy Co., Ltd., and PowerChina Hainan Construction Investment Co., Ltd. attended the meeting.
At the meeting, the sea area and Island Management Office of the Provincial Department of natural resources and planning introduced in detail the approval policies for offshore wind power sea area use and submarine cable routes, and formulated the approval flow chart and bill of materials for offshore wind power sea and submarine cable routes, guiding wind power enterprises to carry out the preliminary work of sea use applications.
Deputy director Jiang Guodong stressed that all relevant enterprises should earnestly follow the principle of “intensive conservation and ecological priority” when applying for sea use, and fully demonstrate the rationality of the sea area in the sea area demonstration report, encourage enterprises to carry out multi industry composite wind power sea use such as “complementary fishing and wind”, “linkage between fishing and tourism”, and carry out special investigation and demonstration involving coral reefs, white butterfly shellfish and other important ecological resources. At the same time, all relevant enterprises are required to consider as a whole, make overall arrangements and advance in an orderly manner, and organize the preparation of sea area use demonstration report, environmental assessment report, route survey and other related preliminary work as soon as possible. Relevant cities and counties should be prepared to undertake the approval of sea area use, continue to track the approval progress of relevant enterprises, and comprehensively promote the construction of offshore wind power projects.
