After 14 years, the founder of floating wind power restarted bidding, with detailed rules!
The Norwegian government has announced the official launch of Norway’s first offshore wind power bidding.
The bidding scale for this project is 3GW, divided into two sites, S ø rlige Nordsj ø II and Utsira Nord, with a maximum capacity of 1.5GW.
First Round
According to the rules, bidding is divided into two rounds. In the first round of pre qualification stage, bidders must demonstrate their technical ability, economic strength, execution ability, sustainability, and meet HSE related requirements.
Second Round
In the second round, the scoring rules for the two sites were different.
The S ø rlige Nordsj ø II site will directly adopt the principle of winning the bid with the lowest electricity price. The bidder with the lowest bidding price will win the development rights of the entire site, with a capacity limit of 1500MW and a lower limit of 1400MW;
Utsira Nord will be divided into three sites, with a rating standard that leans towards innovative floating technology;
The three bidders with the highest scores have won the bid and selected the sites in order of ranking. The upper limit of capacity for each site is 500MW, and the lower limit is 460MW;
After winning the bid, the winning bidder must conduct a detailed investigation of the site, develop a technical plan, and then participate in the Contract for Difference (CfD) bidding;
The CfD bidding rule is two out of three, and the two winning sites can receive a 15 year CfD subsidy. The developer of the other site can choose to develop without subsidy or suspend development, wait for and participate in the next CfD bidding, but it cannot be suspended indefinitely.
The application deadlines for the two sites are August 4th and September 1st of this year, respectively.
According to the Norwegian government’s plan, 40GW of offshore wind power will be tendered before 2040.
