The Project aims to
(i) support development of selected small cities and towns in Hebei province;
(ii) demonstrate how small cities and towns in Hebei and elsewhere in the PRC can achieve economically-, socially-, and environmentally-sustainable urban development;
(iii) support provision of reliable and high-quality infrastructure, including roads, water supply, wastewater, district heating, and solid waste;
(iv) support incorporating environmental and social consideration into urban planning and development;
(v) provide better infrastructure and municipal services so that the small cities and towns can fulfill their potential to increase economic efficiency and enable sustainable development; and
(vi) promote integration of a range of infrastructure services to maximize the benefits from individual sector improvements. Bazhou City, Zhaoxian County, and Zhengding County were selected as locations in Hebei province for the core subprojects to be supported by the Project, which will have a demonstration effect on other small cities and towns in the province.
