Hainan Provincial Department of Industry and Information Technology released the “Three Year Action Plan for the Innovation Center of Hainan Wind Power Equipment Manufacturing Industry (2023-2025)”

It is proposed to take the opportunity of cultivating and creating an innovation center for the wind power equipment manufacturing industry, focus on the needs of marketization and industrialization of scientific and technological achievements, optimize the ecological environment for manufacturing innovation, significantly enhance the innovation capacity and core competitiveness of the wind power equipment industry, and provide scientific and technological support for building a cluster of offshore wind power industries in Hainan. The plan proposes three key tasks, including: building a wind power industry alliance platform to promote the development of industrial clusters; Cultivate and strengthen innovation entities to support industrial innovation and development; Build a national innovation platform and create the brand of “Hainan Wind Power”.

In 2023, the Administrative Measures for the Identification of Hainan Manufacturing Innovation Centers (Trial Implementation) was issued to establish a provincial manufacturing innovation center system. Establish the Hainan Offshore Wind Power Industry Alliance platform, complete entity registration, improve and improve the operating mechanism, and establish a management team, research and development team, and expert committee. The construction of “one park, two bases” is beginning to take shape, and the cluster effect of the industrial chain is prominent.

In 2024, taking the field of wind power equipment as a breakthrough, we will establish a research platform testing base, form at least one provincial manufacturing innovation center and substantively operate it, strive to complete more than two common technologies or industry standards, initially form cutting-edge technologies and common key technologies in key fields of wind power equipment, strive for support from national innovation platforms in the field of wind power, and form a normalized cooperation mechanism.

In 2025, we will strive to obtain the listing of the National Wind Power Equipment Innovation Demonstration Base and apply for the National Wind Power Equipment Manufacturing Industry Innovation Center in due course. With the support of the innovation center, the construction of the innovation platform system has been steadily promoted, breakthroughs have been made in key core technologies in the industry, and the “Hainan Wind Power” brand construction has achieved significant results. The overall quality of the equipment manufacturing industry has been significantly improved, and the innovation ability has been significantly enhanced.

On March 16, the Hainan Provincial Department of Industry and Information Technology organized and held a “Special Working Conference on Promoting the Development of the Wind Power Equipment Industry”. The meeting focused on the “good start” of Hainan’s offshore wind power equipment industry in the first quarter, the construction of manufacturing bases, the landing of industrial chain projects, and the cultivation of manufacturing innovation centers. At the meeting, the Provincial Department of Industry and Information Technology introduced the preparation of the “Three Year Action Plan for the Hainan Wind Power Equipment Manufacturing Innovation Center (2023-2025)” and the “Management Measures for the Recognition of the Hainan Manufacturing Innovation Center (for Trial Implementation)”.
