According to the agreement, China Huaneng plans to invest 100 billion yuan in Zhangzhou, give full play to its influence in the upstream and downstream of the industrial chain, introduce leading enterprises of offshore wind power equipment manufacturing to settle in Zhangzhou, and build a ten million kilowatt offshore wind power energy base and a comprehensive energy base in Gulei Development Zone, etc. China Huaneng also plans to invest 5 billion yuan to build new energy equipment industrial park, focusing on the introduction of offshore wind power, hydrogen application and other related equipment manufacturing enterprises. China Huaneng will also create a operating base integrating new energy technology research and development, equipment manufacturing, production and operations. After these, the annual production can reach 50 billion yuan, at the same time, China Huaneng will develop zhangzhou sea offshore wind resources in a concentrated way.

The construction of the comprehensive energy base in Gulei Development Zone will accelerate the implementation of the second phase of the cogeneration project of Gulei Petrochemical Base, and carry out integrated energy services such as coupled power generation by mixing waste and sludge and gas for emergency peak shifting, so as to guarantee the security of energy supply in the petrochemical base.

In addition, China Huaneng will also deepen exchanges and cooperation with the city in green hydrogen industry, geothermal development, pumped storage power station and other fields, and help Zhangzhou build an clean energy base in the southeast coastal area.
